Statement of The Ministry of Foreign Affairs of Turkmenistan

In connection with media reports regarding the introduction of a partial entry ban for Turkmen citizens to the United States, the Ministry of Foreign Affairs of Turkmenistan expresses its deep concern and incomprehension regarding this decision. Turkmenistan, as a neutral state, a status recognized three times by resolutions of the United Nations General Assembly, strictly adheres to all international norms and regulations in the field of migration. In this context, Turkmenistan’s experience in the practical implementation of UN conventions regulating legal, social, humanitarian, and other matters related to refugees and stateless persons is considered among the most advanced globally. This is regularly recognized at various international forums held under the auspices of the UN and other respected global organizations. At the same time, Turkmenistan, in close cooperation with foreign countries and following bilateral agreements, efficiently addresses matters related to the entry and exit of citizens on a reciprocal basis. This approach ensures proper legal oversight and compliance with the legislation of the concerned parties. In the firm view of the Turkmen side, measures such as the aforementioned restrictions are typically imposed in response to serious legal violations committed by foreign nationals in the host country.
In this regard, it must be especially emphasized that Turkmen citizens traveling abroad, including to the United States, are known for their high level of law-abiding behavior. Based on the above, the Ministry of Foreign Affairs of Turkmenistan considers this decision to be premature and inconsistent with the strong results of Turkmen-American cooperation across a wide range of areas, as well as with its current positive development, including in such an important sphere as migration policy.
