On November 11, 2024, the Permanent Representative of Turkmenistan to the United Nations Office in Geneva, Ambassador Vepa Hajiyev, participated in the high-level event titled "Effective Rehabilitation and Reintegration of Returnees from Northeast Syria – Uzbekistan's Experience: From Global to Local," organized by the Government of Uzbekistan in cooperation with the Global Community Engagement and Resilience Fund (GCERF).

The program of the event addressed pressing issues related to the return of citizens who had participated in armed conflicts, extremist groups, or radical movements, which are relevant both for Uzbekistan and the international community as a whole.

During one of the sessions focused on the efforts of the Central Asian region, each country individually, including Turkmenistan, briefed the attendees on the ongoing processes at the national level, shared the experience gained, and outlined future plans.

The importance of effective rehabilitation and reintegration of returnees was highlighted as a key component of the broader efforts to combat terrorism, violence, and radicalization. In this context, the role of the United Nations Counter-Terrorism Office was also emphasized.

Special attention was given to the implementation of the 2011 Ashgabat Declaration and the Joint Action Plan on Countering Terrorism in Central Asia, developed following the high-level meeting organized jointly by the Government of Turkmenistan, the UN Counter-Terrorism Centre’s Counter-Terrorism Implementation Task Force (CTITF), the European Union, and the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) in November 2011 in Ashgabat.
